Oteri is a seasoned broadcast Journalist with a penchant for radio programme
production and presentation. As a result of his zest for excellence and
devotion to any course he believes in, Victor Oteri became the pioneer Head of
Programmes, Lagos Traffic Radio96.1FM in 2012, a radio station solely dedicated
to providing traffic information and orientation to motorists and other
discerning listeners; a position he holds till date. Prior to this, he had
worked with Radio Lagos/Eko FM, rising to the position of Controller Programmes
in charge of Eko89.75FM.

He attended Pacelli School
for the Blind from 1980-85, after which he proceeded to Iganmode Grammar School
Otta, Ogun State, between 1987 and 1992. His quest
for academic excellence took him to the prestigious University of Ibadan,
where he bagged a Bachelor of Arts Honours Degree in English Language. Upon
completion of his first Degree, Oteri joined the Lagos State Civil Service in
1999, precisely the Lagos State Broadcasting Corporation. His immense
contribution to radio programme production and presentation led to him being
awarded the best Radio Television and Theatre Arts Workers Union Staff of the
Year2003 and “most Outstanding Programmes Staff 2004” Victor Oteri’s dogged
determination for success and enthusiasm for broadcast excellence got national
recognition in 2008, when he won the exalted Journalist Against Aids Awards
(Radio Category)

He holds a
Masters in Public Administration Degree from the University
of Lagos and a Diploma in Information
and Communication Technology ICT from Royal
National College
for the Blind, Hereford, London.
He is member Radio Television and Theatre Workers Union RATAWU, Member Nigerian
Union of Journalists, NUJ, Member Nigeria Association of the Blind and pioneer
Board Member, Lagos State Office for Disability Affairs LASODA.
